Scammers strike at refugees

11 Oct, 2011 12:00 AM
REFUGEES and migrants with little or poor English are being targeted by door-to-door utilities salespeople, leading to large debts and disconnection of services for some.

Footscray Community Legal Centre financial counsellor Anita Smith said unscrupulous practices by door-knockers were still continuing, despite a campaign to stamp out the practice that involved distributing "do not knock" stickers to residents.

"They know the vulnerable suburbs to go to; they know to go to Braybrook, Maidstone and they will knock multiple times."

Ms Smith said an average of 10 people were coming to the legal centre's weekly advice sessions, held each Tuesday afternoon.

"One of the tactics the salespeople use is to say that people need to verify their details and then get them to answer questions on the phone. The people then find that their accounts have been changed."

Others seek help after a visit from a salesperson posing as a government representative, who makes the resident feel compelled to switch.

Many Burmese Chin people in the west are having problems with salespeople.

Community member Lung Sarum said it was distressing for them when they received huge phone or utilities bills.

"They come to the door and say, 'Show us your bill'. They check it and say, 'No, it's not right, we can make it cheaper'."

Without the householder realising, a new contract is signed.

To combat the problem, the legal centre is holding a series of "Bring Your Bills Days".

Representatives of the Energy and Water Ombudsman and the Telecommunications Industry Ombudsman will be present.

The next Bring Your Bill Day is 1-4pm today (Tuesday) at 107-109 Churchill Avenue, Braybrook.
