HOW IT BEGAN
EVENTS leading to the Ombudsman deciding to investigate councillor conduct at Brimbank Council:
June 26, 2007: Council adopts its 2007-08 budget, including funding to upgrade Keilor Lodge Reserve, home ground of the Sydenham Park Soccer Club.
April 19, 2008: Mayor Sam David and Deputy Mayor Kathryn Eriksson withdraw funding for Keilor Lodge Reserve from the draft 2008-09 budget.
May 2008: Sources tell the Ombudsman that former councillor Natalie Suleyman agreed to reallocate funding for Keilor Park Reserve, after Keilor MP George Seitz agreed to vote for her in preselection for the Kororoit byelection.
June 2008: Ms Suleyman does not get preselection, losing out to former Darebin mayor Marlene Kairouz.
June 16, 2008 : Six councillors write to chief executive Nick Foa to withdraw funding for Keilor Lodge Reserve. He declines.
June 24, 2008: Former councillor Marilyn Zukalski moves a motion to call for expressions of interest for the new development at Keilor Lodge Reserve. The item is deferred.
July 16, 2008: At a special council meeting behind closed doors, six councillors vote to adopt a Community Facilities and Reserves Allocations Policy. The other five councillors refuse to attend.
August 2008: Victorian Ombudsman officers raid council offices in Sunshine.
August 26, 2008: Council carries a motion to allocate Keilor Lodge Reserve to Sydenham Park Soccer Club.
